UK Local Authorities Intend to Dispose of Community Hubs and Leisure Facilities to Manage Finances

Based on a recent poll of local authorities, UK councils are preparing to offload social clubs, athletic facilities, and retail spaces as they rely on a fire sale of assets to stabilize finances.

Increasing Financial Challenges Prompt Asset Sales

The Key Cities Group representing major urban areas in the UK stated that six out of ten of local authorities are intending to sell assets to meet the rising costs of social services for vulnerable individuals.

Local governments have previously come under fire for disposing of public land and open spaces to shore up their finances, but they contend they must proceed to raise vital cash from property disposals or declare themselves bankrupt.

This coalition said that a high proportion of councils attempting to raise money from a quick sale of assets marked “a clear change from 2024, when the largest share (six in ten) of local leaders said they would focus on service redesigns and using savings to weather growing financial challenges.”

Detailed Cases of Planned Disposals

One local authority in southeast England said its asset disposal plan included the sale of a shopping centre in Rainham and a community venue in Rochester to generate £20m over the next half-decade.

  • A local golf course and commercial properties held in Worcestershire and Suffolk, which all generate rent for Medway council, will additionally be sold under the plan.

Council Tax Rises and Wider Fiscal Strains

The survey of local authorities in the coalition, which covers Sunderland, Southampton, Gloucester and Salford, further found that over seven in ten of councils will need to increase local levies next spring to cover the rising cost of core provisions, increased rates of housing insecurity, and a persistent housing shortage.

The authority said it will proceed with asset sales after steep rises in the cost of youth support, special educational needs and disability (Send) provision, adult social care, and temporary accommodation.

“We are taking innovative approaches but some of these require time to achieve both better provisions and financial savings,” said a council leader.

He continued: “We face population challenges which will continue to add to the pressures we have. As a unitary authority, we had a 91% cut in our central funding from 2010-24, which is extremely difficult.”

Countrywide Patterns and Projections

Research of county councils this week also found local finances being stretched by the growing number of children and adults needing Send support.

A network of councils said that local shortfalls will reach 4.4 billion pounds a year by 2029, as they struggle to manage increased demand.

Government officials have put off planned reforms to the Send system until the coming year after a white paper setting out those changes was recently delayed.

Deprivation and Financial Gaps

According to the latest deprivation measures (the Index of Multiple Deprivation) covering English councils, many participating urban areas were included in the most disadvantaged in England.

  • “Participating urban centers like Hull, Bradford, Stoke-on-Trent, Sunderland and Wolverhampton rank in the most deprived 30 nationally under the latest deprivation indices,” noted the study.

“While only a single urban area is in the ten most deprived for disadvantaged communities nationally, cities are much more prone to be in the worst-off 20% of England. The data underscores the scale of challenges facing municipal officials across key cities in the next twelve months,” the analysis concluded.

“Local government leaders have been explicit about the necessity for a equitable and lasting financial structure that accounts for and addresses the actual extent of disadvantage and demand,” said Michael Mordey.

“Lacking this, councils will persist to face impossible choices around which essential services to allocate spend to, and which to cut, to the disadvantage of their residents.”

A fifth of councils have reduced or weakened care services in the last year, the study revealed.
