Europe breathed a deep collective sigh of relief on Monday, as the diplomatic emergency triggered by the presentation of a new comprehensive peace framework for achieving ceasefire appeared – briefly – to have been stabilised. A American diplomat spoke of "substantial progress" after Ukraine-US talks in Geneva. On Monday night, the Kremlin made its retaliation: another massive barrage of rocket attacks on Kyiv.
The Cycle of Diplomacy and Destruction
The succession of contrasting events captured the harsh reality of the current period. By day, negotiation efforts are fought: hopeful statements are released from various governments. Significant resources is allocated on managing specific proposals. By night, the Kremlin brutally reminds the world that, for them, war remains the primary tool for achieving "peace".
Nocturnal Warfare
As military strikes progressed into the early hours of Tuesday, the immediate reality of Ukraine's defenselessness was exposed. Ukraine is equipped to monitor missile launches from enemy soil, a ability enabled by timely intelligence. From witness perspectives, military aircraft that had been dispatched to counter approaching cruise missiles flew past – modern combat jets delivered to Ukraine by Western partners.
Moments later, Kyiv's anti-aircraft weapons thundered: multiple launches deployed against a hostile projectile. This was a modern interception technology at work, most likely provided by allied countries. Every deployment jolts you unexpectedly, causing tremors. The brief panic quickly transforms into sober acceptance: maybe the incoming missile won't strike its target this time, protecting urban areas from ruin and another blackout.
Ongoing Risks
Soon after, a automatic firearm fired at a aerial vehicle in the vicinity, part of a mobile-fire group – almost certainly imported technology. Sadly, the bullets missed the opposing UAV – it maintained course toward its destination.
Intermittently, this continued until dawn. Kyiv greeted the early updates: several casualties, devastation and utility failures in multiple buildings as a result of the nocturnal offensive. As always, everyone still went about their day – experiencing conflict. But those full day encapsulated Ukraine's critical military reliance on international aid – a dependence that neighboring countries are evidently unprepared to substitute in the immediate future.
Unsuccessful Negotiations
The detailed framework from Washington provoked deep reactions, debate and deep concern – and temporarily diverted attention from Ukraine's major integrity crisis in years. Yet, we have experienced comparable situations, after earlier high-level meetings and international summits.
Every new initiative from US leadership adheres to the same pattern: a diplomatic cavalry charge against Ukraine, which Kyiv, with other European capitals, effectively counters. They manage the tension but never actually win the battle. This cycle will, certainly, persist.
Tactical Assessments
It is easy to blame particular leaders of consistently pushing Moscow's conditions. But that does not seem to be the whole story. Washington works based on a assumption well known to experienced diplomats: you cannot achieve through diplomacy what you have been unable to protect through force. The American government assumes that it is unfeasible to pressure the Kremlin to abandon the areas that it currently occupies in Ukraine's occupied territories.
The challenge is that while accepting these circumstances, US leadership does little to prevent Kremlin actions, through statements or actions, from believing that the current condition will not shift further in its benefit in the months ahead.
Opposing Positions
Therefore, Moscow is certain that duration works to their advantage – that Ukraine and its partners are approaching exhaustion. Their incentive to agree to terms that does not give them the greatest potential benefit is close to zero. There may be many attempts to stop fighting, but they will continue as long as Russia's leader remains highly assured in the outcome.
On the contrary, Ukraine's government believes that Ukraine can still hold out, slowly losing civilians and areas but averting a complete military breakdown until situations evolve in its favour.
Present Conditions
Realistically, there are no real preconditions for a truce. Now, individual motivations are becoming relevant: personal goals to broker a ceasefire and achieve global acclaim, and Kyiv's double obstacles – on one hand, not to alienate a key ally, and on the other, to rally Ukrainians around the national cause against any initiative Kyiv finds unsuitable, so that their focus does not switch to domestic problems. And although their mission will now be significantly challenging after latest incidents, it remains highly unlikely that this will modify their basic position.
These opposing factors are driving the talks.
Summary and Prospects
It took a mere seven days to kill the suggested clauses of the most recent proposal. Aggressive and erratic handling of the matter by Washington, resistance by Ukraine and the other European countries, along with soothing efforts of negotiators, and finally, recent disclosures, all served their function.
While new initiatives based on old ideas are forthcoming, Kyiv, London and other European capitals should arrive at a critical understanding: Ukraine and Europe will only be able to counter negotiation assaults from Washington that are founded on Moscow's terms and show certain reluctance to alter the situation, if they maintain solidarity and enhance their military capacity at a considerably quicker tempo. If they do, no combination of diplomatic or military actions will be able to break them. In the meantime, Ukraine's capability to counter nocturnal attacks will, for the coming months, mainly require continued Western support.
